A delegation from the Research Center of Islamic Consultative Assembly headed by Dr. Babak Neghadari came to Supreme National University (SNDU) on Monday, December 19, 2022, and met with Brigadier General Dr. Ismail Ahmadi Moghaddam.

The meeting in which a group of assistants and officials of the university were also present began with the recitation of some verses from the Holy Quran. The President of Supreme National Defense University, while congratulating the Research Week, said, "The language of science is a single language, if there are discrepancies in scientific and research centers, it is not a matter of power, it is a scientific dispute.” He also said, “When the research center of the General Staff of the Armed Forces was merged into the research center of Supreme National Defense University, the weight of research in this university increased, and for this reason, one of the duties of this university is to respond to the needs the General Staff of the Armed Forces. Therefore, we have formed around 130 active research desks, at which national officials participate. Dr. Ahmadi Moghaddam also added that about 140 doctoral theses have been defended in this university and we have created good capacities in seven working groups So far.”

Further, the president of SNDU mentioned the capacity of the Shahid Beheshti School of Governance, which was established on the recommendation of the Supreme Leader, Ayatollah Khamenei, and stated that this School of Governance has good capacities in the field of governance and can take more effective steps in the direction of innovative governance with the cooperation of the Research Center of the Islamic Consultative Assembly. He expressed his hope that the cooperation between the two sides will become closer and more systematic, and finally suggested that a joint secretariat be established so that the necessary follow-ups regarding the implementation of the provisions of this MOU will be carried out after the MOU is signed.

In this meeting, Dr. Babak Neghadari, the head of the Islamic Consultative Assembly Research Center, emphasized that research in governance is a necessity for the society, and the importance of academic work to carry out knowledge-based work is important. He said that these days, the Science and Technology Organization has paid close attention to private knowledge-based companies while it has not paid much attention to social and public approach, but now the Research Center of the Islamic Consultative Assembly is focusing on public issues in order to increase the public aspect of the work.

Dr. Neghadari added that the process that was proposed today in the Research Center was that we should use the capacity of elites, academics, and clerics; in a research program, we identified 550 elites, and in a short period of time, about 140 of them were accepted in the final exam, and in a three-day planning, these people helped the parliament with drafting bills and proposals, and they also made drafts about the 7th development plan as well as performing activities about the budget, which shows that we have used these capacities well.

The head of the Islamic Consultative Assembly Research Center said that we know the language of the law well, and you also understand the strategic language. He said that we are going to try to use these two elements well in this MOU. We had followed up the necessity of the governance method from the Ministry of Science and managed to start this program at the university level. We hope that this plan will eventually be reviewed in universities. Also by signing a memorandum of understanding, we hope to use the capacity of this university regarding the necessity of governance method.

He said, “We believe in our main work and think that by using the universities, we can increase the volume of our work with more quality, and in this regard, the new approach of the Research Center is to lead it, because in the new era, we presented 238 of new operational methods to the government so that through interaction, the work can be accomplished more qualitatively by the government.”

Dr. Neghadari added that the approaches of the parliament and the government should be interactive and scientific. If these expert and scientific works are followed more seriously, plans and bills will be presented with a higher capacity. This center is a capital for our system and it should be shared with all universities, especially with SNDU. In describing the activities of this center during the past year, he stated that 370 bills have been reviewed, 117 draft laws have been written and presented to the parliament members, and 607 official requests from the parliament members have been studied so far. In expressing the new approach of the Parliament Research Center, he said that this is the procedure, and in the new period of writing the reports, it will continue until the results are obtained, and we will follow everything through the government and the relevant authorities until the results are obtained, and the support of studies, and expert work of the parliament in the last year was like this, so the effort to communicate with scientific and research societies has also increased significantly. In the end, he declared that our heart-felt belief is that the more activities are done at the scientific and expert levels, the less political confrontations will occur.

At the end of this meeting, the president of Supreme National Defense University and the head of the Islamic Consultative Assembly Research Center signed an MOU and exchanged it with each other. The meeting ended with congregational prayers at SNDU.
