The Chairman of the Strategic Council on Foreign Relations (SCFR) delivers a speech at the closing ceremony of international conference on the new world order geometry

The international conference on the new world order geometry began on Wednesday morning May, 10^th, 2023 at Supreme National Defense University (SNDU) and ended on Thursday May 11^th, 2023. Seyyed Kamal Kharazi, the chairman of the Strategic Council on Foreign Relations, was one of the speakers in this closing ceremony. The change in the power balance in the world and Iran's role in this change, as well as the necessity of Iran's preparation to benefit from the new world order, were among the important points of this speech. He said that we are waiting for a new order both in the region and at the international level. Basically, the new order takes place following the change in the balance of power. Every country that enjoys power tries to stabilize its position and play a higher role in this power balance change. One the great sources of power is military and defense power in order to maintain security and independence and grow and develop. The Islamic Republic of Iran has shed a lot of blood to achieve such power. After that, it has become self-sufficient in defense industries and has made equipment that is amazing both in terms of power and speed. Furthermore, there are also other types of power such as economic, scientific, technological, foreign policy, media and soft powers, which must be achieved so that a country can express itself at the international level and consolidate its interests.

The former Minister of Foreign Affairs stated that the Soviet Union, despite its high military power, could not win in the competition with America in terms of media and economic power and finally collapsed. Until recent years, China has never tried to compete with other powers, especially the United States, but we recently have seen that, because it has acquired soft, scientific, technological and economic power, it has entered into competition and confrontation with the America, and not only has it gained hard power but also soft power. By referring to the empowerment of China, he said that China's soft power has reached the point where it has encountered America with "TikTok" and America considers it a threat to itself. North Korea also has a military government and is powerful in this sense, but it cannot express itself in the world from an economic, media and soft power point of view.

Of course, it is very difficult to obtain semi-hard and soft power, which is a human and social category, because of the many components involved in those phenomena. And by reducing the components to a limited number and presenting a model for human phenomena, human and social events cannot be predicted correctly, and therefore, one should be more careful in using the word engineering for such categories. We are facing an emergent phenomenon in human and social categories, because in chaotic phenomena, according to the "butterfly effect" theory, a small change can cause big changes in the whole phenomenon.

The Chairman of the Strategic Council on Foreign Relations emphasized that we have experienced God's help in the revolution and on the war fronts. We must increase our power in fields other than military and defense. The motivation and support of Iran in gaining power is the divine motivation and the support of the movement of the great nation of Iran is the same. But what kind of structure can lead to the acquisition of power is specified in our constitution, and the Supreme Commander in Chief, who is the leader of the revolution, develops the country's military and defense power. The strategies that the supreme leader of the Revolution communicates to the governments are in this direction so that we can achieve desirable results in other areas of power, such as military power, and prove our legitimacy. We want cooperation in our region. Up to now, there have been many competitions in this region, and it was often due to the interference of foreigners who sought to evoke controversy between countries and gain their own profits.

In the end, he pointed out that, today, maturity is being formed in the region, that we work together and avoid controversy to create structures in the region without the interference of foreigners so that the region moves towards development and progress and promotion of its independence.
