Signing of the Scientific and Research Cooperation Memorandum Between the National Defense University and the General Inspection Organization
According to the Center for Communications and International Relations, Dr. Zabihollah Khodaiyan, President of the General Inspection Organization, met with Brigadier General Ahmadi Moghadam, President of the National Defense University, on Tuesday, November 6, 2023.
Dr. Khodaiyan expressed his gratitude to Brigadier General Dr. Ismail Ahmadi Moghadam and his colleagues for their hospitality and for creating a conducive environment for this meeting and collaboration between the two parties. He outlined the responsibilities and missions of the General Inspection Organization, stating: "As the highest supervisory body in the country, the General Inspection Organization has two main duties according to the law: ensuring the proper execution of laws and overseeing the effective implementation of those laws. The latter significantly deepens the legal framework."
Continuing his remarks on the functions and scope of the General Inspection Organization, he referenced the Supreme Leader's statements regarding the fight against corruption and the importance of preventing its roots. He noted, "Although this organization focuses on 'intelligent oversight' over administrative and governance systems to combat corruption, prevention is a fundamentally scientific issue that requires research and investigation. The fight against corruption must be conducted in a scientific and targeted manner. Furthermore, the results of research and the efforts of students and professors should not be archived and forgotten; they should be implemented scientifically. Therefore, the General Inspection Organization can collaborate with the National Defense University in this regard."
Dr. Khodaiyan also mentioned that the General Inspection Organization has established and implemented cooperation agreements with various scientific and academic institutions to enhance its scientific foundation. He emphasized, "Our utmost effort is to not only maintain but also expand these close collaborations with academic institutions like the National Defense University, ensuring that they meet the needs of both parties."
At the beginning of the meeting, Brigadier General Dr. Ismail Ahmadi Moghadam welcomed Dr. Khodaiyan and his delegation, referencing the history and objectives of the National Defense University. He stated, "The National Defense University not only trains strategic managers for the armed forces but also educates leaders from various government sectors aligned with the ideals of the Islamic Revolution in strategic dimensions."
He highlighted the increase in doctoral program enrollment in fields related to defense, security, governance, and strategic management, explaining, "While the university's primary mission is to support the General Staff of the Armed Forces, it also backs other institutions and organizations in the fields of defense research, security, strategic management, and governance."
The President of the National Defense University noted that the existence of the General Inspection Organization within the judiciary provides an execution guarantee. He remarked, "The most critical issue affecting the country's economy and resources is 'administrative integrity.' Any form of corruption in this context can lead to significant security and governance challenges. Thus, the National Defense University is prepared to offer recognized scientific solutions to enhance the administrative integrity of the country."
Brigadier General Ahmadi Moghadam further stated, "As the strategic university of the country, we are ready to provide the necessary infrastructure and facilities to advance this important work, leveraging the university's capabilities in governance aligned with the ideals of the Islamic Revolution for the General Inspection Organization."
At the conclusion of the meeting, the memorandum of scientific, research, and educational cooperation was signed by the presidents of the National Defense University and the General Inspection Organization.
